BWG1.1.2: Supply and Installation of Electrical Equipment for the Liangma River

1.This invitation for bids follows the general procurement notice for this project that appeared in Development Business, latest updated on July 16, 2006.
2.The Government of the People’s Republic of China has received a loan from the International Bank for Reconstruction and Development toward the cost of the Second Beijing Environment Project, and it intends to apply part of the proceeds of this loan to payments under the contract for BWG1.1.2: Supply and Installation of Electrical Equipment for the Liangma River.
Brief Description of the Contract: This treatment project is in the Liangma River course, with the total length of 5.7km.The main working range for this contract (low-volatile distribution and illumination work) includes: (1) 0.4kV power distribution engineering: Procurement, laying, commissioning of all the 0.4kV low voltage feeding circuit cable for 5 step-down transformer substations.24 couples of road-crossing hand-wells, 9 pairs of river-crossing tube wells. Procurement, installation and commissioning of 9 pairs (i.e. 18 Nos.) of connection boxes for river-crossing cable. Power Supply to river water purifying system and spray irrigation system for riverside vegetation. (2) Primary electrical engineering (heavy power part) of hydraulic and civil buildings. (3) Illumination engineering for the garden paths along the both banks of the river, The procurement, installation and test for outdoor illumination lamps; The procurement and underground installation of all of low-voltage feedback loop (branch) cables of outdoor illumination distribution cabinets.
3.China International Tendering Company, authorized by the Beijing Water Conservancy Construction Administration Center (the Employer), now invites sealed bids from eligible bidders for the Contract above cited.
4.Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 5, 1995 (revised January and August 1996, September 1997 and January 1999) and is open to all bidders from eligible source countries as defined in the guidelines.
5.Interested eligible bidders may obtain further information from China International Tendering Company and inspect the bidding documents at the address given below from November 21, 2006 (Saturdays, Sundays and holidays excepted).
6.A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB 1000 or USD 120. The method of payment may be in cash or check. The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery; another RMB 200 or USD 25 shall be added to the fee if overseas delivery by courier services is required.
7.Bids must be delivered to the Procurement Agent’s address below at or before 10:00 hours (Beijing Time) on January 5, 2007. All bids must be accompanied by a bid security of RMB 300,000 Yuan or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 10:00 hours (Beijing Time) on January 5, 2007.
