1.This invitation for bids follows the general procurement notice for this project that appeared in Development Business, latest updated on July 16, 2006.
2.The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development toward the cost of the Second Beijing Environment Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Contracts below
BWG3.1: Supply and Installation of Electrical Equipment for the Qinghe River
Brief Description of the Contract:
(1) 0.4 kV power distribution works. Procurement, laying and commissioning of cables for all 0.4kV LV feeder circuits (trunk) (including cable connectors, connection cabinets, terminal boxes, stakes, road-crossing or bridge-crossing tube and accessories) of 6 step down substations (including river-crossing cable); 4 pairs of road-/bridge-crossing hand wells (including steel pipes for cables); 6 pairs river-crossing pipes (including steel pipes for cables); procurement, laying and commissioning of river-crossing cable connection cabinets, totally 6 pairs (12 no.s); cables and their laying for 4 river course purified water aeration systems as well as for outdoor power distribution control boxes and 0.4kV power lead-ins, excluding the cables and laying of them from outdoor power distribution control cabinets to equipment motors.
(2) Electric primary engineering of hydraulic/civil structure. Heavy-current part for architectural electricity works of 6 gate stations, 1 management center and 6 sewage treatment stations.
(3) Illumination works for river course.. Procurement, installation, commissioning of outdoor illumination power distribution (including foundation); Procurement, installation, commissioning of outdoor illumination lamps (including foundation); procurement and laying of cables for all LV feed circuit (branch) of power distribution cabinets of outdoor illumination.
BWG3.2 Supply and Installation of Monitoring System for the Qinghe River
Brief Description of the Contract:
Qinghe River Rehabilitation is for the purpose of rehabilitation for the 13.4km downstream river course of Qinghe River (Xiaqinghe - Huihekou). By construction of five subsystems i.e. communication, computer network, gate (Rubber Dam, water quality, flow) monitoring, landscape lighting surveillance subsystem and video monitoring subsystem, etc., Automation Surveillance System (ASS) Project is mainly to realize automation monitoring of gates and Rubber Dams of Qinghe River.
The Management Office for East-to-West Water Supply Project will be the automatic control center for Qinghe River, monitoring terminals shall be deployed in the Second Management Office for Qinghe River, and monitoring terminals shall be deployed in the 5 gate stations along the river; five water quality monitoring points shall be arranged; Cameras shall be provided around the gate stations and at important locations along the river course, to implement central video monitoring. 42 sets of front-end video units shall be provided along the entire water course.
3.China International Tendering Company, authorized by the Beijing Water Conservancy Construction Administration Center (the Employer), now invites sealed bids from eligible bidders for the Contract above cited.
4.Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 5, 1995 (revised January and August 1996, September 1997 and January 1999) and is open to all bidders from eligible source countries as defined in the guidelines.
5.Interested eligible bidders may obtain further information from China International Tendering Company and inspect the bidding documents at the address given below from February 5, 2007 (Saturdays, Sundays and holidays excepted).
6.A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB 1000 or USD 120. The method of payment may be in cash or check. The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery; another RMB 200 or USD 25 shall be added to the fee if overseas delivery by courier services is required.
7.Bids must be delivered to the Procurement Agent’s address below at or before 10:00 hours (Beijing Time) on March 20, 2007. All bids must be accompanied by a bid security of RMB 200,000 Yuan(for any one of the two contracts)or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 10:00 hours (Beijing Time) on March 20, 2007.
